I just got a Treo 700p from a friend of mine and I’m having trouble using the ringtones on my SC card as ringtones. There’s a few I want to use and all are under 30s. Is there a way to use these songs as ringtones or do I have to use the default?

i search palms website for the answer to your phone. I know I can do it on mine but it is a palm with windows so I had to check the website to see what the steps are for the 700p and this is what it said.
Use MP3 files as ring tones
Your Treo smart phone doesn’t include built-in software to allow MP3 files to be used as ring tones.
But you may be able to add this capability to your smart phone through a third-party ring tone manager. Search the Software Connection for options. Beware: Some ring tone managers can cause odd behavior, such as crash or reset when an incoming call arrives. Be cautious when installing this type of software, and if your smart phone has problems after you install the ring tone manager, delete it and contact the third-party developer for help

In that url it says att but i searched under 4 different carriers and it all gave me that same answer. I searched, att, sprint, verizon and alltel for the specific model 700p. It makes you choose what carrier you have when you want to look up the information you want to know.
